汉宣帝在位时，任命毛遂自荐的张敞为京兆尹（首都行政长官）。张敞为官秉直公正。他首先处治了小偷强盗，然后开始惩办那些胡作非为的公子王孙。然而，他的做法得罪了皇亲国戚、高官显爵，他们就上书皇帝，诬告张敞“风流，轻浮”。原来张敞深爱妻子，有时夫人早晨端坐梳妆时，张敞亲自为她描眉。汉宣帝向张敞查问此事，张敞义正词严。汉宣帝见他说得在理，又知他治理长安很有成绩，便笑笑了事。
