All I know is that this is the easternmost of the United States radiotelescopes--I do not doubt you are correct that the idea is to get as long a baseline as can be managed for the Array. I do know that the telescope can be manipulated, as its attitude changed significantly even in the relatively short time we were in the area. I suppose as with most cooperative ventures in science different experiments are run on a time-sharing basis.
