我对BRIER这句话的理解是：在独裁制国家里，绝大多数官员都是贪官，站在贪官的角度来看，独裁制是人类最美好而伟大的社会制度。因此BRIER想说的是“人类最美好而伟大的社会制度如若夕阳，维持不了多少时间了”。
