Well, if you consider fossil fuels "clean power". This is a natural gas powered, "through-and-through" plant, which means it has a great big cold water intake pipe in Elkhorn Slough which tends to suck sealife up against the protective grid, including otters. The previous owners, Duke Energy, offered some serious money for otter studies to get permission to expand this plant, then they turned around and sold it. The outflow pipe is just beyond the harbor jetty.
