Japan came to know of the Four Northern Islands earlier than Russia. A number of Japanese traveled to the islands and gradually established its rule. In 1855, the Treaty of Commerce, Navigation and Delimitation between Japan and Russia, which was concluded in a completely friendly and peaceful manner, confirmed the already established natural boundaries, drawing the boundary between the islands of Etorofu and Uruppu. Following the conclusion of the treaty, the Four Northern Islands had never been held by foreign countries.

(3) However, nearing the end of the Second World War, the Soviet Union ignored the Neutrality Pact that was valid between Japan and the Soviet Union and entered the war against Japan. After Japan had accepted the terms of the Potsdam Declaration, Soviet forces occupied all of the Four Northern Islands from 28 August 1945 to 5 September 1945.

(4) Subsequently, the Soviet Union unilaterally incorporated the territories under occupation into its own territories and by 1949 had forcibly deported all Japanese residents of the Four Northern Islands (approximately 17,000 people).

(5) Since that time, return of the Northern Territories has been the ardent wish of the people of Japan, and a deep-rooted movement among the general public for the return of the islands has developed national-wide. With this strong support from the people of Japan, the Government of Japan, under a consistent policy, has persistently called on the Soviet Union, and subsequently the Russian Federation, to conclude a peace treaty between the two countries, contingent on the resolution of the Northern Territories issue.

(6) As a result of negotiations to date, both Japan and Russia have agreed to resolve the issue of the attribution of the Four Northern Islands and to conclude a peace treaty, and have continued vigorous negotiations. The Russian side also states that it continues to pursue a solution on the demarcation of an internationally recognized national border that is acceptable to both countries.

Japan's Basic Position (1) The Northern Territories are an integral part of Japan's sovereign territory that continues to be illegally occupied by Russia. The Government of the United States of America has also consistently supported Japan's position. (2) In a situation where sovereign territory of Japan continues to be illegally occupied by Russia, the Japanese Government, on the basic position, cannot accept that individuals from third countries, including their economic activities, be subject to Russia's jurisdiction or act in any way that presupposes Russia's jurisdiction over the Four Northern Islands, since such acceptance would lead to approving Russia possessing the Four Northern Islands.

(3) Accordingly, when the Japanese Government receives information that a private individual from a third country has entered the Four Northern Islands, having received a visa from Russia, or that a private company from a third country is conducting economic activities in the Northern Territories, Japan, upon confirming the veracity of the situation, has lodged a complaint against the individual or company.

(4) In addition, the Government of Japan, with the Cabinet's approval in 1989, made the request that Japanese nationals do not enter the territories with visas issued by Russian authorities until the resolution of the issue of the Northern Territories.

10 years ago, Japan lent South Korea 10 billion dollars. However, Korea has not repaid 6.3 billion dollars yet.

Now North Korea has been holding hundreds Japanese citizens as hostages. And North Korea has been supporting South Korea's illegal occupation of the islands. And North Korea too has been insisting the islands is own territory. South Korean killed many Japanese fishers. These two Korea does an act same as a terrorist.
