I looked it up. It is by Menashe Kadishman he calls it Three Disks, (1967) Why yellow? To stand out in bleak Toronto winter months.
It is in the north of the park, kind of hidden.

Yellow goes well with the blue sky.
It might represent the sun rising up.
My real opinion is I would like the landscape better without the yellow dots. This kind of art just doesn't belong in a nature scene like this.
