Ah, good question Joy, I wondered that myself. The white disks (and green disks) near the air-con plant are air filters (I reckon). If you look just beyond them you can see the interesting double roof style of the building roofs. They lay a second non-structural roof on the top to help insulate from the sun. These are then walked on and subsequently broken. Oh well.
