Hi Anne. Yes I think they were picking poppies. It was quiet an unusual sight, brought about I think by the fact that this occurred on a sizable tract of reclaimed land at the top of Tokyo Bay. Billions of dollars were spent developing this land about 15 years ago then the development suddenly stopped after the bubble burst in the early 1990s. My guess is that the flowers were planted there to use the land for something useful before the next surge of development, whenever that may be. Regards.
