I was born in the city of Mishima, where this shrine is located. This shinto shrine was built in Heian era to have jurisdiction over province of Izu. Now this shrine is famous as being filled with crowd of worshipers on the New Year Day.

Japanese provinces in the era were called 'kuni' , that is just like petty states in medieval times.
