As the Great Western Railway bought the Somerset Coal Canal, closed it down and then built over many parts of it, I doubt that it would have gone to the trouble of building a bridge over the SCC at this location. I suspect that the purpose of the bridge was to maintain the right-of-way access for local landowners etc.
