Hoi Frank, thanks for sharing. I agree with pivatana.

To me it looks more like the home offices of Chinese factory owners in Thailand. And workers are taking a lunch break at food stalls outside.

Yesterday I read a book, Love Songs from a Shallow Grave by Colin Cotterill, which was based in Vientiane, Laos. I gather then, that this must be a building from when the French oppressors ruled the roost, dear Frank!

I learnt a lot about the history of this area, and it's so welcome to see a photo of the old colonialism that still exists here :)))
