Cape May's Higbee Beach was at one time (unofficially) considered a clothing-optional recreation area; but certain recreational activities among the 'regulars' caused NWR officials to enforce a $1000 fine for disrobing on this (very) public property... which also happens to be in full view of passengers on the Cape May Ferry (directly behind the photographer of this picture).
