What is that strange machine?

It is a large outdoor metronome which has dominated the Prague skyline since 1991. The arm swings backwards and forwards marking the regular passage of time. It is on the site of a massive statue of Joseph Stalin, which was unveiled in 1955 but lasted only 7 years before falling out of favour in 1962.
