recchi, do you realize that you are looking at the state capitol of Texas, where "morals" haven't often played much of a role?!? The buildings lining Congress Avenue on the right side have been thrown up by "money" to be home to lobbyists for oil, banks, insurance, what have you... well, "money" in general... replacing the traditional 2-to-4 story buildings that you see on the left side (hidden behind trees -- the one real improvement over this ;-)
