The council could make a fortune if they built an information centre there, with a car park and proper viewpoint and a wee shop/cafe. As it is you have nowhere to park and have to climb over a wall and clamber over some rocks.

Very nice foto of a for me well known scene(except for the beautiful sunrise), I have been here several times on board dutch navyfrigates in Rosyth and ones I had diner with my wife in a restaurant along the southborder between the two bridges.
