Hi Marty - no, this isn't a pet. The photo was taken at a bird banding station. To get a sense of the size and health of the bird populations, there are several locations around where they set up safe nets to catch birds passing through, band them, and record information about them - size, gender, age, whether the bird is already banded, etc., and then the birds are released. This was a night time banding specifically aimed at this type of owl.

It's not legal to keep a bird like this as a pet, unless one has a special permit and reason to do so. But it sure was cute!
