Hello Reni. Yes, there are sandy beaches between Budva and Ulcinj (the greatest beach) on the southern top of Crna Gora. Sv.Stefan is really very expensive, may be the other places are cheaper. We only made a trip to the Skadarsko jezero and Ulcinj, but we lived in campings in the Boka Kotorska.
