I try to cross the river before, but it is not permitted to go deep into another country without passport. So I think you'd to get a official passport in order to arrive hanoi.

For the nearest town located nearby the fall. There are many hotel and also simple English could be understood by most local people, especially for the Young. Maybe you can prepare some chinese cash in advance.
