Build a pipeline from the Pacific Oceon and flood the valley.The lake would be 3000 sq miles,282 ft deep .It wouldbe in the hotest point in N. America so it would evaporate very huge amounts of water which would waft eastward over the Rockies where it would condense as rain or snow to fill the Colorado River.All most FREE water.
