I am sure the fish is looking! I think fish can see very well. Maybe these fish are used to being fed. When I was a child, there was a place just outside Yellowstone Park where huge trout would congregate, waiting to be fed by people on the bridge. If they saw someone walk onto the bridge, they would come right over.
