This building was the KGB headquarters between 1940 and 1941, and then it was the GESTAPO headquarters (1941-1944), then until 1991 again used by KGB. There is a sign in front of the building now (presumably erected by the government?) which refers to the name plaques shown in the picture of Mr. Surace, and which he calls "names of the KGB victims". The sign however states that these are the "names of the victims of occupations of Lithuania", meaning victims of both, KGB and GESTAPO. Mr. Surace is right and the sign does not tell the truth - indeed all names are those of persons executed by the NKVD (KGB predecessor) between 1945 and 1948, and none are the names of GESTAPO victims.
Most of the persons executed during the above after-war period were the Lithuanian resistance members and fighters and in this capacity indeed they could have been KGB victims. To be true to history, such persons were also during the war Nazi supporters, often SS members and took active part in the Nazi persecutions of the Lithuanian citizens, especially in the extermination of 80% of the Lithuanian Jews. In this capacity, they were the perpetrators of the atrocities ascribed by the above sign to the "other occupiers". It is in this capacity that many were tried after the war (which is not a statement in support of the fairness of these trials or the punishment, only of facts).
The sign attempts to present a balanced view, but the chosen name plaques and their period show where lie the true sympathies of the Lithuanian independent government, and perhaps of its people. Any reasonable person reading the free Lithuanian press will find plenty of facts that support this statement.
