This picture illustrates an "artifact" of historical Birmingham. If you look to the right hand side of the picture you see a pole that currently serves no purpose. This is the remains of something associated with the street car system that was in place in historical Birmingham. Today it serves no purpose, but just sits there as an artifact, maybe to remind people of the progress of Birmingham? Why is this just left there? Is it serving a purpose?

I don't see any purpose. Maybe if they changed them into street lights they would be a little more useful in raising the level of safety in the downtown area after dark. Perhaps increasing the safety would provide commuters with a reason to stay after work.
