Almost certainly a war memorial. After the slaughter of WW1 there are VERY few places in the UK without a list of dead, in fact I believe there may be only one but don't quote me on that. WW2 names were added later.

In today's paper (Nov.10 '07) it states that out of 16,000 parishes in England only 42 did not lose a man during WW1. Three of these villages in Somerset have now been given plaques to recognise the part played by those who fought and survived.
