This is done with a processing technique known as 'orton' after the bloke who came up with it, basically he made 2 slides of the same thing, one overly sharp and the other over-exposed, out of focus and over-saturated!, if you set the blend mode in photoshop on the upper layer to 'multiply' it has the effect of putting one 'slide' on top of the other. you can still alter the 'slides' to get the effect you like. The shot was taken on a boring grey day with a polariser(works like ND2 to blur motion but makes the water transparent so you can see the colour of the stone through it in the pool)
