story of Quinta do Lorde, a luxury "resort", built in the middle of a nature reserve, without any authorisation from the Madeira National Park, which clearly smells of massive corruption. the construction began in 2002 and was supposed to be finished by summer 2010, then by summer 2011, it's now (July 2011) just like you can see on the picture above, it looks as the works were blocked by a court action in 2009, probably after this intervention at the European Parliament :

Subject: ‘Quinta do Lorde’ project on the island of Madeira Answer(s)
In the Madeira Autonomous Community, the ‘Quinta do Lorde’ resort is being built in the parish of Caniçal, in the municipality of Machico (in the eastern part of the island of Madeira). The resort comprises 100 apartments, 30 houses and a hotel, totalling 700 beds, and is being built in an area which is subject to severe restrictions for environmental reasons: in the middle of a nature reserve, without any authorisation from the Madeira National Park.
The project is causing a great deal of debate; the investment that has been put into it apparently includes subsidy from Community programmes.
Was any Community financial support sought for this project, and if so, what were the amounts and what were the grounds given for the request?
