Al asesinato de Mursil siguió un periodo de luchas internas y debilidad externa que finalizó durante el reinado del rey Telibinu (que reinó hacia 1525-1500 a.C.). Para asegurar la estabilidad del reino, promulgó una estricta ley de sucesión y adoptó medidas contundentes para suprimir la violencia. De los sucesores de Telibinu únicamente se conocen sus nombres.
