This one has more context to it than the next, the security wire above and the industrial building behind. The picture signals a sad story, about change and loss, of work, an era passed. At the same time the humour / strangeness / symbolism of a blocked door is immediate. I'm not keen o the white lines in the road and think that a crop where the road meets the kerb might work better, or maybe just Photoshop the lines out. What do you think?

Even if it's a prison, I think it still has a similar meaning... A picture that says something used to happen, but now it doesn't.

Spot on, it is a prison wall, with the building behind being the prison building itself, and the JVA on the road stands of Justizvollzusanstalt, which is the "official" German word for prison/jail/penetentiary (literally "justice implementation institution". So, the lines have their meaning for German viewers, at least.
