These apartment blocks were built during the Soviet era; I would guess during the 1960s. Individual units were sold during post-independence privatization w/o any reservations or covenants to maintain uniform outside appearance. This accounts for the differing balcony and window treatments added by unit owners. Also, graffiti has come to Ukraine; note the pink tag on the sidewall of the upper story of the nearest building.
