Encargada al arquitecto Aníbal González (que también era arquitecto director del evento), para la Exposición Iberoamericana del año 1929, fue inaugurada por su majestad el rey Alfonso XIII. Fue la obra más costosa de la exposición, llegando a trabajar en su construcción mil hombres al mismo tiempo. Su superficie total es de 50.000 metros cuadrados, de los que 19.000 están edificados y los 31.000 restantes son espacio libre; el canal ocupa 515 metros de longitud. La obra comenzó en 1914, terminándola en 1928 el arquitecto Vicente Traver tras la dimisión de Aníbal González como arquitecto director en 1926.
Está situada en un lateral del Parque de María Luisa y junto a los jardines del Prado de San Sebastián, siendo su antiguo acceso principal por la Plaza del Ejército Español, aunque hoy no se puede entrar por aquí, al ser la Capitanía General militar. Actualmente se accede por la Avenida de Isabel la Católica, justo frente al Parque de maría Luisa, y hay dos accesos laterales por la Avenida de Portugal y por Nicolás Alpériz. La entrada es libre, aunque para evitar vandalismos es cerrada a las 22 horas.
