We call these pools "pocetas"

It is place where you can swim protected from the rough waves and perhaps a hungry shark.

In the first part of last century they were sort of communal pools where the public could swim and bathe after paying few cents.

The official ones were roughly 15 meters by 6 meters, and about 4 meters deep.

35 years ago when I was a kid it was prohibited to swim in the Malecon; but we did it anyway. Now is accepted that anyone can do it, even the adults.
