nearly looks as light as day, or moonlight, at least. Your street lights use light bulbs which shine a very "cold" white light. 2.5 seconds exposure time, I see, no flash. Did you yell "and nobody move the next 5 seconds" ?!? ;-)

Tnx for your great comment! :)

I figured out this small parking lot about one week before, because I saw this white light iluminated tree branch and similar lighting effect also in that street in background (across park lot). But, without rigid tripod it was not possible for me to do.

Where are all peoples hide? There is one small secret! As soon passing bay folks sees me working with tripod/monopod and my camera they quickly went off ' cos disliked idea, to be involved in process or to be witness! :D (If in serious - I throw out to my digital trash regulary two or three extra photos if something goes wrong what I not expected in night shoots - moving cars, folks or wind caused vibration).
