Hi, all thats really been done to this shot is a wee bit of contrast added. The blurring in the foreground was a result of the focal length and fstop used (200mm at f2.8). The skyline is that of London seen from the West looking East.

Lens was Canon 70-200 F2.8L IS and the Camera was a Canon 5D.
