The photo was taken in March of 1999. I dont know the best season for sure but we were there near the end of the rainy season so there was just a inch or two of water on the salt pan which created the reflections you see in the photos.

I'd consult a guidebook like LonelyPlanet Boliia to learn more about when to visit. Bolivia is spectacular.
