Yes, they did use water for power. Most of our old factory sites are located where there was good water power. We have a lot of earlier sites where the buildings were wooden and all that remains are a few stones at the side of the stream. New England was built on small hydro-power.
Now, some factories that are still active in those sites are starting to think about going back to water power-- but there are a lot of regulatory hurdles. There is a strong enviromental feeling that hydro power is bad for the health of the river -- and that those dams that remain should be removed, not re-actived. In addition, advocates for wind, solar, and bio-fuel power are afraid that they will be hurt if hydro-power gets the same incentives they do. So far there doesn't seem to be a lobby for water power in New England.
