Nice! One of my grandfathers used to work here as, um, well I actually don't know as what - sort of an honor guard I guess. (guess I'll have to ask my mother) so I remember when I was really little - maybe 3 or so, we went in during off-hours and got to run around in the big hall.

It must be a car passing by reflecting the nearby street light which flashes 120 times per second. This is twice the frequency of the line voltage frequency of 60Hz.
However, the strait red and orange rays on the bottom are not pulsing because there the lights of the car and are powered from the DC voltage source which is usually 12V accumulator.
yeah, those ICKY high pressure sodium double Acorn lights. The city of Boston standard. We landscape architects hate them!
