Yes! The wind direction indicated would be Southerly. However, this is not the main wind direction which tends to be Westerly.

I suspect that there is a frequent and steady downdraft (I forget: Anabatic or Katabatic wind -school geography too distant a memory!) as these tulips are on a bare mountain slope. This may well account for it Li. I certainly puzzled over it at the time and since!
