In my personal opinion if this photo was taken in Wuxi it is most likely near the Chengzhong Shopping Mall area. The area is the only Pedestrian area in Wuxi.

The next day we went to a garden. I also see under the tag "Wuxi" that some people have put both the Buddha and the garden there, so it must be close.
