Mystery Bird near 99 cent Only Stores & Metro Station

This bird struck me as being out of place in this area. Not sure what type he is, but he is friendly and a bit shy as well. Of all the different goodies I tried giving him, he prefered the can of sardines in water from 99 Cents Only Store. Seems to be hanging around the area from morning to early afternoons.
