It is a remembrance and the translation is like this....

"Here around this druidic stone are buried about 600 shipwrecked vessel "human rights" broken by the storm on 14 January 1797. Major PIPON, born in Jersey, has miraculously escaped this disaster, returned to this beach on 21 July 1840 and duly authorized, was burning on the stone that lasting testimony of his gratitude."

I hope that my english isn't too "young or incorrect" and You could understand this words...
