is this a Fairbanks-Morris hh16-44 or a baldwin rs12

i was doing research on a locomitve when i found a picture of soo 360 a Baldwin DRS4-4-1500 http://www.rrpicturearchives.net/showPicture.aspx?id=1131286
Thank you Dan if the info that I got is correct and yours too which I'm sure of, some of the locomotive companies built very similar models over the years.. Or one company sold rights too another company that sort of thing.. I know over the years of GM, Ford, Chrysler, and other old brands that are no longer alive car manufactures had some close looking models from other makers that really looked like one another... Today I know that alot of cars look like one another, the one Hyundai car looks like a Mercedes Benz..
