Very interesting. Seems a bit obscure ... wonder what they're trying to protect with this?

Kevin, I think officially it is a New York State harbor, but I don't think you could even land a canoe there, so I don't know what is up, and that's from physically being there for a couple days.

There is a beach just to the west of the smaller breakwater, but much of the time the water is too polluted to swim in.
