Not selected for Google Earth or Google Maps [?]

One of my favorite finds, ever. I did not notice the inscription until I downloaded it to my computer. Why didn't I look on the other side? What kind of strange, funny or sad story could have been behind the placement of this lock? Even more curious, what could lead to the trouble taken to inscribe it and paint it nail-polish red?
