Anyone know who built this dam?

It would be interesting to find out. Is there any signs or writing on the dam? It just might be some local or previous local who wanted to make a swimin hole. So finding out who built and when may be impossible. If they notified the local or county offices, then there just might be a permit. I would assume that this is on county or state property. City of Poway Building Permits, Development Services (858)668-4644 Someone there might know or lead you in the right direction.

Not 100% certain but I believe the Orgin of the damn has to do with the small mine beside it, many people mistake the mine for a cave, however it is obviously not naturally formed, and in the same area of mountains there are several other abandoned small mines.

Yes - it does seem likely that the stones used for the dam came from the mine. I've been told that it was probably an arsenic mine, although it's so small it may never have paid. (Arsenic was used in pesticides before organic petrochemical pesticides were invented.)
