Hi pjmedia, Actually, no filter or fill flash. The effects are due to HDR, and I also shifted the colour a bit toward purple in post.

If you find the similar, sunrise shot I did in the area, I used fill flash for that. You can see the different types of light fighting each other from the flash and the sidewalk lamps in that photo.
