I think those tracks are used by the military for the transport of weapons. Great photo Adam.

Possibly doesn't look like the tracks have been used in awhile. Also if you look at the Satellite imagery "Google Earth" the tracks end around two miles before the runway.. As we know with the Military can things transform in only a few hours, install temporary tracks bringing trains closer to the runway and for the rusty & dirty look, it maybe real "hardly used if at all" or done on purpose... Possibly they can also use trucks from the runway to the end of the track..
