Andrew, this part of the city is not only the oldest part but also it is (or was) downtown. Now we have other "commercial downtown" more to the west of the city. Even tough commerce went down in this area, property taxes are still quite high, so businessmen look for "more productive" places. Anyway traders are looking to reactivate this historic downtown with very slow success.

is it true that they found a big stock of crude oil in Paraguay? If so the future of this country is great! Especially if you can take the corruption under control... this is what we definitely can not in Russia :((
