Thanks Jason. I eventually found out how to file this with Yahoo legal. Flickr obviously don't care about copyright theft, as they seem much slower to react than Panoramio mods.
Actually, filing an NOI with Yahoo is pretty easy, once someone alerts you to the theft. And Flickr do care about copyright theft - I've reported several infringing accounts, and seen them binned because of theft, usually within 24 hours..
There's been a a Forum thread raging about this on Flickr for the last few hours; if the guy doing the posting had alerted you earlier, the matter would have been resolved earlier...

Hi Dr Keats. The point I was trying to make about flickr is that the forum mods didn't seem to be too helpful, it took a few postings for them to highlight the required action. It just seems a better process here - we find out about the infringement, drop an email to Panoramio, and the account is gone.

I think its an architectural marvel. Take a look at the architects website for some info on the design and construction - quite fascinating. Shame the place is so expensive.
