Just to expand for non-natives... It used to be a hydroelectric plant. The island is part of James River Park, and the island, Belle Isle, is a historic site where there are ruins of quarries, manufacturing, and a Civil War prison. This area is also used for the X-Terra games, with a great mountain bike trail. The water on the other side is a great urban white water area.
