This is the Museo de Arte Italiano (Museum of Italian Art). It is wrongly titled as Instituto Nacional de Cultura. There was probably a confusion because the name Instituto Nacional de Cultura is written in the facade too. It belongs to the National Institute of Culture, but it is the Museo de Arte Italiano.
