Ahmed İbn Tulun da bir köleyken, Abbasiler döneminde daha sonra bir devlet adamı olarak Mısır'a atandı. Yöneticilik yaptı. Zamanla bağımsızlığını ilan etti ve Mısır'da kendi adıyla anılan ilk Türk devletini kurdu. Tuluniler. Yöneticilere yöneticilik yaptı. Mısır'a kendi adını verdiği bu camiden başka bir çok hastahane, okul, kütüphane, hamam... yaptırdı ve sanat etkinlikleri gerçekleştirdi.
